Avvi says there are no licences available
Three different situations produce this. Genuinely none free, a seat bought seconds ago that has not propagated, and the wrong subscription named.
The message means the subscription you named has no free seats at the moment Avvi checked. It is a check made before assigning rather than a failure partway through, so nothing was half done.

Symptom
An assignment is refused, and Avvi reports that the subscription has no available licences, usually with how many of the total are consumed.
Cause
The ordinary case is that every seat is taken. The consumed figure against the total says so plainly.
The second case is a seat bought moments ago. Microsoft usually catches up within 30 to 90 seconds of a purchase, so an assignment attempted immediately after one can fail while the seat genuinely exists.
The third case is the wrong subscription. A client can hold several that sound alike, and naming one with free seats is not the same as naming the one you meant.
Fix
- Ask Avvi what licences the client has available. The list separates what is owned from what is free.
- If a purchase or seat increase was made in the last 90 seconds, wait and try again before doing anything else.
- If nothing is free, either buy more seats or take a licence back from somebody who no longer needs it.
- If something similar is free, confirm which subscription you actually want and ask again using its exact name.
Assigning again after a wait is the right first move when a purchase has only moments ago gone through. It usually works.
If something doesn’t look right
If the availability list shows free seats and the assignment still fails, check that the name you used matches the subscription with the free seats rather than a similar one.
If seats were bought and have not appeared after several minutes, that is longer than a propagation delay and worth reporting.
If the client is repeatedly at zero, the real answer is a conversation about their subscription rather than another assignment attempt.
